Mission Statement
The purpose of the Fresno City
College and State Center Community College District Office Classified
Senate shall be to promote excellence in all aspects of support
services provided to the college community.
Constitution Articles and By-laws
ARTICLE 1
NAME: The name of the governing body of the Classified Professionals
shall be the Fresno City College Classified Senate and will be
referred to in the remainder of this document and the Bylaws
as the SENATE. The SENATE will represent all Classified Professionals,
which will be referred to in the remainder of this document and
the Bylaws as the MEMBERSHIP.
ARTICLE 2
PURPOSE: 1. The Senate shall facilitate a means of communication
among all Classified Professionals in the MEMBERSHIP.
2. The SENATE shall act as a voice for the MEMBERSHIP and provide
a means for increased participation and interaction with college
administration, faculty and students in policy making, planning
and special purpose committees.
3. The SENATE will provide access to staff development funds
and activities for all classified staff to enhance job skills,
job performance, and personal and professional development.
ARTICLE 3
MEMBERSHIP: The Membership shall be composed of all Classified
Professionals, with the exception of those designated management,
in the SCCCD main office, District Operations, District Police,
SCCCD's Training Institute, FCC main campus, and FCC's outlying
centers including the Manchester Educational Resource Center,
the Neighborhood Centers, New Americans, and the Vocational Training
Center.
ARTICLE 4
OFFICERS: The officers of the SENATE shall consist of a President,
President Pro Tem, Secretary and Treasurer. The term of office
shall be one year, commencing July 1 and ending June 30 of the
following year.
SENATORS: The senators of the SENATE shall consist of representatives
from each area as stated in the Bylaws, Section 2. The term of
office shall be two years, commencing July 1 and ending June
30 of the second year. Half of the senators will be elected on
the odd year with the other half in the even year as outlined
in the Bylaws, Section IV.
ARTICLE 5
DUTIES OF OFFICERS & SENATORS: The duties of the officers
and senators of the SENATE shall be prescribed by the bylaws.
ARTICLE 6
COMMITTEES: The SENATE committees shall be formed as needed by
the Executive Board.
ARTICLE 7
EXECUTIVE BOARD: The Executive Board of the SENATE shall consist
of the elected officers and Past President (in an advisory capacity).
The Executive Board members shall meet at least once each month.
ARTICLE 8
MEETINGS: The SENATE shall hold a general meeting least once
each month, which is open to the MEMBERSHIP. The President may
call special meetings if deemed necessary.
ARTICLE 9
AMENDMENTS: This constitution may only be amended by a two-thirds
vote of the SENATE. Amendments must be proposed to the SENATE
at a monthly meeting in writing and voted on at the next monthly
meeting.

SECTION I DUTIES OF OFFICERS:
A. It shall be the duty of
the President to preside at all general SENATE meetings and Executive
Board meetings; to appoint SENATE committee chairpersons; to
oversee and monitor the duties of the SENATE officers; to be
an ex-officio member on all SENATE committees; to appoint committee
members representing the MEMBERSHIP on campus and District committees
as requested; to appoint interim officers to act in case of the
absence or disability of said officers; to serve on policy making,
planning and special purpose committees of the District and FCC
campus; to attend the monthly Board of Trustee meetings and give
a report every other month; to attend President's Cabinet meetings
(as scheduled) and give a report at each meeting if so required;
to attend the monthly Communications Council and give a report
at each meeting; and to perform any other duties as required.
B. It shall be the duty of
the President Pro Tem to perform all duties of the President
in case of his/her absence or disability; to assist the President
with any or all of his/her duties; to assist the President on
campus and District committees as deemed necessary; to serve
as Advisor to all SENATE committees and report progress to the
President; to report to the President the status of the MEMBERSHIP'S
representation on Standing Committees of the campus and the district;
and to perform other duties as required. The President Pro Tem
shall automatically be a nominee for President at the end of
his/her term.
C. It shall be the duty of
the Secretary to take, preserve and distribute the minutes of
the Executive Board and general meetings; to keep an attendance
record of the SENATE at the Executive Board meetings and the
general SENATE meetings; to keep and maintain the SENATE Guidelines
of policies voted on by the SENATE at the monthly meetings; and
to perform any other duties as required.
D. It shall be the duty of
the Treasurer to keep and maintain a record of all funds and
accounts pertaining to the SENATE; to handle or oversee the handling
of all incoming funds and orders for SENATE fundraisers; to prepare
a Treasurer's Report for each monthly general SENATE meeting
on all activity of the SENATE'S accounts; and to serve on the
SENATE'S Travel & Conference Committee.
E. It shall be the duty of
the Past President to serve in an advisory capacity to the Executive
Board and to the SENATE. He/she will maintain a vote on the Executive
Board and in the SENATE.
F. It shall be the duty of
the Senators to attend all general meetings of the SENATE or
appoint a designee if unable to attend; to communicate to their
constituents the matters of the SENATE; to express to the SENATE
concerns of their constituents; and to serve on SENATE committees
or campus/district committees as needed.
SECTION II MEMBERSHIP:
The Classified Senate shall
consist of 21 senators with one representative to be chosen from
each of the following areas:

SECTION III NOMINATIONS
AND ELECTIONS:
A. Nominations for officers
(President, President Pro Tem, Secretary, and Treasurer) shall
be submitted by the incumbent officers and senators at the April
general meeting. Elections of officers will be held in May by
vote of the MEMBERSHIP.
B. Nominations for Senators
to the SENATE shall come from within each area (see SECTION 2)
as presented by the senator or any MEMBER working in that area.
An election shall be held in May when nominees shall be voted
on by MEMBERS from the specific area to be represented.
C. Ballots will be distributed
to the entire MEMBERSHIP no later than the beginning of May.
Ballots must be received by the Elections Committee no later
than the day before the May general meeting.
D. Counting of ballots will
be done by no fewer than 3 members of the Elections Committee.
No person running for any office or senator will be allowed to
participate in the counting of the ballots. The results will
be announced at the May general meeting.
E. Installation of officers
and senators will be held at the June meeting, and they will
begin their term of office on July 1.
SECTION IV TERMS OF OFFICE:
Senators serve a term of two
years with half of the terms beginning on even years and the
other half beginning on odd.

SECTION V ATTENDANCE AND
PERFORMANCE OF DUTIES:
A. Filling Vacant Positions:
In case a vacancy occurs in the office of President, the President
Pro Tem shall succeed to the office and shall fill the remainder
of the term. If the President Pro Tem is unable to fill the position,
the Executive Board will choose an interim President from the
senators. If no Senator is able to fill the position, the Executive
Board will choose from the MEMBERSHIP. Other interim vacancies
shall be filled with appointments made by the President.
B. Attendance of President:
The Executive board may remove the President from office for
non-attendance after 3 unexcused absences or failure to provide
an alternate at the monthly general SENATE meetings, Executive
Board meetings, Board of Trustees meetings, Communication Council
meetings, and the President's Cabinet meetings.
C. Attendance of Officers:
The Executive Board may remove any officer for non-attendance
after 3 unexcused absences at the monthly general SENATE meetings
or the Executive Board meetings, or for 5 total absences, excused
or unexcused.
D. Attendance of Senators:
The Executive Board may remove any senator for non-attendance
after 3 unexcused absences, or failure to provide an alternate
for monthly SENATE meetings, or 5 total absences, excused or
unexcused.
E. Attendance on Committees:
The President may replace any officer or senator on a designated
SENATE or campus committee for non-attendance after 3 unexcused
absences, or failure to provide an alternate, or 5 total absences,
excused or unexcused. This does not necessarily constitute removal
from office.
F. Tardiness: Any officer or
senator arriving 15 minutes late or later at any meeting must
notify the President or Secretary, in writing (email acceptable)
at least 3 hours before the meeting or such tardiness will be
considered as an unexcused absence.
G. Unexcused Absences: Any
officer or senator that is unable to attend, or find a replacement,
or will be 15 or more minutes late for any SENATE meeting or
campus meeting of which they are a member, must notify the President
or Secretary in writing (email acceptable) at least 3 hours before
the meeting or the absence will be considered an unexcused absence.
SECTION VI MEETINGS:
A. General meetings of the
SENATE shall be held at least once a month, with special meetings
scheduled as needed. The meetings will be conducted according
to Robert's Rules of Order.
B. The Executive Board of the
SENATE shall meet at least once each month, with special meetings
scheduled as deemed necessary.
SECTION VII QUORUM AND ACTION:
A majority of the members of
the SENATE shall constitute a quorum, and action shall be taken
by a majority vote of the members present. Any action taken by
the SENATE may be appealed by the MEMBERSHIP as a whole, or by
the Senate itself; by written request. Any item not specifically
covered in these bylaws shall be acted upon by the members of
the SENATE.
SECTION VIII DISTRIBUTION
OF AGENDAS AND MINUTES:
A. Agenda and minutes of the
SENATE shall be distributed to MEMBERSHIP
1. It shall be the responsibility
of each Senator to obtain agenda items from their constituents
and present them to the President two weeks prior to the general
meeting.
2. Agendas shall be distributed to the SENATE members prior to
the general meeting. B. Minutes shall be distributed to the MEMBERSHIP
prior to the next meeting.
