Expenses to Students

Where To Pay
All fees may be paid at the Fresno City College Business Office, located in the Administration Building. Credit card payments can be made by phone at (559) 499-6009 or via the web on WebAdvisor.

Enrollment Fee
The state of California mandates an enrollment fee of $20.00* per unit (with no cap) starting with the Spring 2007* semester be charged to all students. Fees are due based on the schedule below. Please see the "Payment of Fees" section. Beginning the first day of the semester, however, fees are due the same day of registration.


Health Fee
The health fee will be charged to each student regardless of the number of units taken. This fee is not waived by the Board of Governor’s Fee Waiver. It is the student’s responsibility to pay the health fee for every semester. For students enrolled in both on-campus sites the health fee is charged at the on-campus rate. Current locations approved as on-campus are Fresno City College, Reedley College, Madera Center, Clovis Center, and Willow International Center.

Parking Fees
GraphicStudent vehicles must display a State Center Community College District parking permit to park in campus parking lots. Parking permits may be purchased at the College Business Office. The fee for parking on approved parking facilities is $17* per regular semester; summer semester is $8*. One-day permits may be purchased at walk- and drive-up dispensers for $1*, and metered parking is also available. Enforcement for parking permits will begin the first day of the semester.

Parking Fee Refunds
Full refunds for parking permits will be made during the first two weeks of the fall/spring semesters and the first week of the summer sessions upon proof of complete withdrawal from school. The parking permits must be attached to a Request For Refund form and submitted to the College Business Office in order to obtain the refund. There is no refund for limited parking permits.



GraphicAssociated Student Body Card
Students are encouraged to purchase an Associated Student Body membership. The membership is $5* per semester. The ASB card entitles the student to participate in or attend all activities sponsored by the ASB. The card can also be used for reduced admission to all college-sanctioned athletic home games (except playoffs), theatrical productions and music programs. The membership card is nontransferable. Students who are ASB members and carry 12 units or more are eligible for Associated Student funded emergency loans, work programs and scholarships as available.

ASB Card Refunds
A refund policy for Associated Student memberships has been adopted by the students. This policy provides for full refund during the first week of classes and one-half refund during the second week. No refunds will be made after the second week.

Nonresident Fee
Nonresident and international students are charged a tuition fee as follows (Education Code 76140):

Regular and Summer Sessions

Fall 2007, Spring 2008, & Summer 2008
Each full unit taken:
International Student Tuition - $195.00
Nonresident Student Tuition - $173.00
Plus Enrollment Fee per unit - $20.00

Fall 2008, Spring 2008, & Summer 2008
Each full unit taken:
International Student Tuition - $204.00
Nonresident Student Tuition - $181.00
Plus Enrollment Fee per unit - $20.00

Note: Nonresident fees are computed each year in accordance with a state mandated formula and are therefore subject to change. Contact the college Business Office for current information. Fees are subject to change without notice.

A "nonresident" student is a student who has not resided in the state of California for more than one year immediately preceding the first day of the regular semester/summer session (Title 5, Section 54002), or has not demonstrated evidence of intent to be a California resident.

All international students must also have proof of domestic health insurance coverage in the amount prescribed by Board policy (which includes repatriation). Contact the International Students Office, Student Services Building, Admissions and Records, Counter B.

Community college nonresident fees are due and payable to the college Business Office prior to completion of registration. Nonresident fees are payable via money order, certified check, cash or credit card.
Authorized apprenticeship students are exempt from nonresident tuition fees for apprenticeship courses only.

Payment of Fees
Fees are due based on when you register in each class. (please refer to the chart below)

Payment may be made in person at the College Business Office (A-109) or placed in the secure drop box located next to door A-100I outside the College Business Office (FCC Administration Building). When mailing fees, payment should be mailed to:

Please be sure to write your student ID on your check. Allow enough time for payments to reach the college prior to the due date. The college assumes no responsibility for delays caused by the U.S. Postal Service. Postmarks will not be honored. Students who fail to pay by their scheduled due date may have their registration cancelled.

Notes regarding financial aid:
  • Financial aid recipients must apply for renewal of their 2008-2009 financial aid. 
  • Financial Aid is available for eligible students.  See the Financial Aid Office for information
  • Students will need to complete a 2007-2008 BOG application or FAFSA for fee waiver consideration.

Personal Checks

All personal checks must be imprinted with the name of the account holder. Postdated and two-party checks will not be accepted. Please write your student ID number on the front of the check.

Students whose checks are returned by the bank marked "insufficient funds," "stop payments", "account closed", "refer to maker", etc., will be assessed a $25 service charge. Returned checks can be cleared at the campus cashier's window with a money order, cashier's check, credit card or cash. Personal checks will not be accepted to clear returned checks. If fees are not paid within 30 days of the date of the Non-Sufficient Funds notice, your account will be forwarded to a collection agency, and you maybe charged three times the face value of the check.

Refund or Reversal of Enrollment Fees and Tuition
Refund or reversal of enrollment fees and tuition shall be made in accordance with the schedule listed below for reduction in program or withdrawal from class(es) and shall be initiated upon receipt of a written request submitted by the last day of the semester to the college Business Office.

Refund requests require an audit of record to verify the student's balance. Credit balances may be applied or carried forward to the new term in lieu of a refund and will remain on the account for 3 years.

Primary Term-Length (Full Semester) Classes, 16-18 Weeks

(a) Withdrawal during the first two weeks of instruction - 100% refund

(b) Withdrawal after the second week of instruction - no refund

Summer/Short Term Classes
State code defines the drop deadlines required to qualify for fee refund/reversals for short-term classes as on or before 10 percent of the duration of the class.

Number of class meetings: 10% point (rounded down): 100% refund if withdrawal is on or before:
8 0.8 = 0 1st day of class
19 1.9 = 1 1st day of class
29 2.9 = 2 2nd day of class
39 3.9 = 3 3rd day of class

Class Exchange(s)
Full Term Classes Only

In the third week only, it is permitted to drop a class and add another class in exchange for unit-for-unit.

Example:
Drop 3 units
Add  4 units

       1 unit increase in charges

Drop 4 units
Add  3 units
       1 unit less, however, this is considered an even exchange



Refund of Health Fee
Students receive a 100% refund upon complete withdrawal from all classes in accordance with the enrollment and tuition fee refund schedule listed above.

Instructional Materials Fees
In accordance with Title 5, Section 59404(b), Fresno City College may require students to provide materials that are course-related, including, but not limited to, textbooks, tools, equipment and clothing. Such materials will be required if:

1. The instructional or other materials are used in the production of a course-related project or end product that has continuing value to the student outside of the classroom setting; or

2. The instructional and other materials required for the class have a continuing value to the student outside of the classroom setting.
